I would start with clean, blow-dried, straight hair. Then I would take sections and curl them using a medium barrel curling iron. In order to get the hair to curl into Shirley Temple curls you should point the tip of the curling iron the the ceiling (diagonally) instead of straight across (horizontally). Once you curl one piece I would use a clip or bobby pin to secure the curl to your scalp to hold the curl while you complete the rest of your head. It's always easiest to start in the back of your head and work your way to the front, curling 1 inch sections at a time. Once you complete your entire head, it's on to make-up.
Since your hair is all curled and secured with bobby pins your face is ready to be made up! Always remember great skin is the best base for make-up, investing in a solid skin care regimen is very important. Now with that being said, start off by concealing any imperfections. I personally, prefer to use Stila Cosmetics Perfecting Foundation, it's in a stick so it's super easy to use. My shade is H and I use it to hide any minor flaws I might have. Once you have perfected your skin, whether you use a plain moisturizer without any color (it better have SPF) or choose to layer on the liquid and powder foundations (I wouldn't, but it's your choice) you can move on to color! For the blush I would use Nars Blush in Desire which is pretty cotton candy pink or Orgasm which is a coraly pink, if the babydoll pink thing isn't your thing. For the eye try Nars Abyssinia shadow and Kyoto eyeliner pencil. Follow with a sweep of your favorite mascara and set your eyebrows if yours are as unruly as mine. Next up, Lips! Estee Lauder has the perfect pink in their Pure Color line appropriately named, Candy!
Now that your make-up is complete you should go through and remove all the bobby pins unleashing beautiful bouncing curls. If you are going out you might want to set the look with hairspray... I know, I know! The dreaded hairspray, but try Bumble and Bumble's Classic hairspray it's not that bad at all. I used it for a Macy's party during Fashion Week and I was impressed with the hold and flexibility, your really get what you pay for. Cheap hairspray, extra hard hold and crunchy hair.
